Water availability in regulated water systems is determined by seasonal allocations made by the resource manager.
Water allocations are issued to the relevant entitlement holders based on seasonal determinations, made by the resource manager based on water available in each system.
Once issued, the holder of the entitlement to which allocations are made may then use, or trade the water (subject to the trading rules).
At the end of the season unused water may be carried over into the next season (subject to the carryover rules)
