The Victorian Government is committed to maintaining integrity and transparency in water markets. The Department of Energy, Environment and Climate Action (DEECA) monitors compliance by water intermediary firms that use the Victorian Water Register Broker Portal or API service through a range of measures, including Portal access requirements, annual audits and public reporting.

Since 2013, DEECA has commissioned an independent assessment of water intermediaries that use the Victorian Water Register Broker Portal. Participation in the audit program is a condition of ongoing access to the Broker Portal under the Access Agreement.
The audit program assesses whether water intermediaries are complying with the requirements for Broker Portal access, including obligations relating to trade authorisations, customer notifications, professional indemnity insurance, and privacy and data handling practices. Audits are undertaken by an independent specialist engaged by DEECA and use a risk-based assessment approach to focus on areas where non-compliance could have the greatest impact on water market participants.
A public summary report is published following each audit program. The report provides an overview of how the audits were conducted and summarises the key findings and compliance issues identified across water intermediaries.
The 2023–24 and 2024–25 audit program found that most intermediaries were complying with the requirements of the Access Agreement. No instances of inappropriate access to customer information, improper trade activity, or non-compliance requiring immediate suspension or cancellation of Broker Portal access were identified.
